A "runtime" problem

Hey guys, nothing big, But I need help with this.

I love the technic pack, its absolutly amazing. But when I try to open the laucher, it says "unable to find a version of runtime to run the application. I have java 7, updated. I have .NET framework 4.0. My Pc is a 32 bit with windows XP professional. Soooo, Im stuck. Any help would be appreciated. And if you dont help....MR. whiskers gets it.......lol but seriously I need help, thanks guys!

Is that the error message word for word? Cos it doesn't even say what error or runtime is the problem. Can you post a screenshot of the error?
